박근혜의 비선실세들이 줄줄이 검찰 조사를 받고 있는 가운데 워싱턴 포스트가 6일 나라를 뒤흔들고 있는 박근혜최순실 게이트가 사실은 단순하고 개별적인 사건에서 비롯됐다는 기사를 내놨다.

워싱턴포스트는 한 사업가가 마카오에서 즐긴 카드게임 사건에 대한 조사가 시작되면서 롯데 비자금 비리, 최유정 홍만표 사건, 진경준 게이트, 넥슨-우병우 부동산 비리가 꼬리에 꼬리를 물었고 현재 1987년 민주화 이래 한국 최대의 정치 스캔들로 커졌다고 보도했다.

기사는 박근혜의 최측근인 전 청와대 민정수석 우병우에 초점을 맞춰 보도하며 그동안 여러 비리 의혹을 멀쩡히 피해간 그를 언론은 정권의 실세라는 의미인 ‘황제’로 칭한다고 말했다.

워싱턴포스트는 그러나 조선일보가 우병우를 쫓는 과정에서 대통령 수석 비서관 안종범과 미르재단 비리를 알게 됐으며 뒤를 이은 한겨레의 놀랄만한 반전 기사는 바로 미르재단의 사실상 소유주인 최순실에 관한 것이었다고 썼다.

워싱턴포스트는 안종범과 최순실 구속 소식과 삼성을 포함한 대기업 관계자들의 검찰 조사를 전하며 ‘황제’ 우병우가 이 사건에서는 어떻게 빠져나올지는 두고 볼 일이라고 말하며 기사를 마무리했다.

SEOUL - The South Korean political system has been shaken to its core over the revelations that President Park Geun-hye has been taking secret advice from Choi Soon-sil, a friend of 40 years who held no official position and had no policy background.

박근혜 대통령이 40년 지기이며 공직이나 정치적 배경이 없는 최순실로부터 비밀리에 조언을 받아왔다는 사실이 드러나면서 한국의 정치 시스템은 그 뼛속까지 흔들려버렸다.

The saga began with a simple and apparently self-contained incident: The chief executive of Nature Republic, a South Korean cosmetics company, was arrested for gambling in Macau in November 2015.

지금의 사태는 단순하고 개별적인 사건에서 시작됐다. 한국의 화장품회사인 네이처리퍼블릭의 대표가 2015년 11월 마카오에서 도박으로 인해 구속됐다.

Gambling is illegal for South Koreans and is punishable with prison time, even if the South Korean citizen is caught gambling abroad.

한국에서 도박은 불법이며, 한국인이 해외에서 도박했더라도 징역형이 가능하다.

Chung Woon-ho, the executive, was found guilty and sentenced to a year in prison.

정운호 대표는 유죄가 인정됐고 징역 1년을 선고받았다.

During the appeal process, Chung had a legal dispute with his attorney. In the process of probing this dispute, a typically South Korean act of corruption was uncovered involving a prosecutor, a businessman and a government official.

항소 과정에서, 정 씨는 그의 변호사와 법적 분쟁이 있었다. 그 분쟁을 조사하는 과정에서, 검사, 사업가, 그리고 공직자가 연루된 한국의 전형적인 부패행위가 드러났다.

But this time it was really serious, involving the former chief of the prosecutors’ office, a high-ranking judge, the conglomerate Lotte and a senior secretary to the president. The investigation uncovered the existence of Lotte slush funds and ended with the suicide of Lotte`s vice chairman, who left a note taking full responsibility. The former chief of the prosecutors’ office and the judge were arrested.

그러나 이번에는, 전 검사장의 사무실, 고위급 판사, 대기업 롯데와 대통령의 수석 비서관이 연루된 매우 심각한 사건이었다. 그 수사는 롯데 비자금의 존재를 드러냈으며, 모든 책임을 지겠다는 유서를 남긴 롯데 부회장의 자살까지 이어졌다. 전 검사장과 판사는 구속되었다.

However, the senior secretary to the president and a former senior prosecutor, Woo Byung-woo, walked away unscathed.

그러나 대통령의 수석 비서관이며 전 검사장이었던 우병우는 멀쩡히 피해갔다.

Eight months later, South Korea’s biggest newspaper, the conservative Chosun Ilbo, broke news of another scandal involving a business, a prosecutor and a government official. A familiar name surfaced again: Woo Byung-woo.

8개월 후, 한국의 보수성향의 최대 일간지 조선일보가 사업가, 검사, 공직자가 연루된 또 다른 스캔들을 보도했다. 우병우라는 친숙한 이름이 또다시 등장했다.

The Chosun Ilbo reported that an Internet game company, Nexon, did a favor for Woo by buying his family’s land for $120 million, at a time that they were having a trouble selling it. The allegation was that the land had been bought in return for Woo turning a blind eye on a prosecutor’s unlawful gains from Nexon shares. Woo had been in charge of vetting this prosecutor for promotion in 2015.

조선일보는 우병우의 가족이 부동산을 처분하는 데 애를 먹고 있을 때, 인터넷 게임 업체인 넥슨이 이 땅을 1300억 원에 매입하면서 우병우에게 도움을 주었다고 보도했다. 혐의는 우병우가 한 검사가 넥슨의 주식을 불법적으로 취득한 것을 눈감아주는 대가로 넥슨이 이 땅을 사주었다는 것이다. 우병우는 2015년 이 검사의 승진을 심사하는 책임자였다.

The nation was incensed by this allegation of systemic corruption in the justice system. The fact that Woo was not investigated only increased suspicion that it was he who held the real power inside the presidential office, enough to influence the national justice system. Local media began calling him an “emperor.”

나라 전체가 이 사법제도의 총체적 부패에 대한 혐의로 분노했다. 우병우가 수사를 받지 않았다는 사실 때문에 그가 국가 사법제도에 충분히 영향을 미칠 만큼 정권의 실세라는 의혹이 증대되었다. 현지 언론들은 그를 ‘황제’로 칭하기 시작했다.

Then, a further Chosun Ilbo investigation led to yet another government official being exposed for abusing his power. This time it was another senior secretary to the president, An Chong-bum.

그리고, 조선일보의 후속 취재로 권력을 남용한 또 다른 공직자가 드러났다. 이번에는 대통령 수석비서관 안종범이었다.

An had allegedly been strong-arming conglomerates to donate money to the newly established MI-R Foundation. An had reportedly used the threat of painful audits to extort money from as many as 30 conglomerates. Local media reported that it was suspected that An had been raising money that was to be for Park’s personal use after she retires in 2018. The former head of the MI-R Foundation later said in an interview with the Chosun Ilbo that he was told, “Woo at the presidential office and the prosecutors’ office had their back.”

안종범은 강제적으로 대기업들에 새로 설립된 미르재단에 기부하도록 한 혐의를 받고 있다. 그는 강도 높은 감사를 무기로 협박해 30개에 이르는 대기업들에 돈을 받아냈다. 한국의 언론들은 안종범이 박 대통령이 2018년 퇴임 후 개인적으로 쓸 수 있는 용도로 이 돈을 마련했다는 의심을 사고 있다고 보도했다. 미르재단의 전 대표는 조선일보와의 인터뷰에서 “청와대의 우병우와 검찰이 뒤를 받치고 있다”고 들었다고 말했다.

Just as the Chosun Ilbo’s focus was moving ever closer to the president herself, one of the lawmakers in Park’s ruling managed to deflect attention away from this embarrassing probe and back on to the newspaper by highlighting the fact that the Chosun Ilbo’s chief writer had received expensive trips from Daewoo, a shipping company, in 2011. The incident significantly damaged the paper’s reputation and it suspended its reporting on the relationship between the foundation and the presidential office.

조선일보 보도의 초점이 점점 대통령에게 가까워질 무렵, 박근혜의 집권당 국회의원 중 한 사람이 조선일보의 주필이 2011년 해운기업 대우로부터 고가의 여행을 제공받았다는 사실을 밝히면서 이 당황스러운 보도로부터 대중의 관심을 분산시키고 조선일보를 반격하는 데 가까스로 성공했다. 이 사건으로 조선일보는 명성에 심각한 타격을 입었고, 미르재단과 청와대와의 관계에 대한 보도를 중단했다.

Then another local newspaper, the left-leaning Hankyoreh, brought the story back to life with a surprising twist.

그러자 이번엔 진보성향의 다른 현지 신문인 한겨레가 놀랄만한 반전의 기사를 보도하며 이야기를 되살렸다.

It published a story that named Choi Soon-sil as the de-facto owner of the MI-R Foundation. Choi had been friends with Park since the 1970s and was the daughter of Choi Tae-min, a cult founder who was believed to have had huge influence over Park until his death in 1994. Park Geun-hye and Choi Tae-min’s strange relationship was an open secret in South Korea but had never been investigated.

이 신문은 미르재단의 사실상 소유주가 최순실이라고 보도했다. 최 씨는 1970년대부터 박근혜와 친구였으며 1994년 사망할 때까지 박근혜에 큰 영향을 끼친 것으로 믿어지는 사이비 종교 설립자인 최태민의 딸이다. 한국에서 박근혜와 최태민의 수상한 관계는 공공연한 비밀이지만 수사된 적은 없었다.

As the investigation rolled on, suspicion grew concerning Choi Soon-sil’s undue influence: 14 shell companies were linked to her in Germany, then a friend claimed that Choi’s favorite hobby was “changing Park Geun-hye’s speeches.”

수사가 진행되면서 최순실의 부당한 영향력에 대한 의심이 커져갔다. 독일에 있는 14개의 유령회사가 그녀와 연관이 있으며 최순실이 제일 좋아하는 취미는 “박근혜의 연설문 고치기”였다고 한 측근이 주장했다.

Park initially dismissed the allegations as mere rumors, but when a cable channel reported on Oct. 24 that the president’s speeches had been found on Choi Soon-sil’s tablet computer, such denials were no longer plausible.

박근혜는 처음에 이 소문을 터무니없다며 부인했지만 한 케이블 채널이 10월 24일 최순실의 태블릿에서 대통령의 연설문이 발견되었다고 보도하면서 이러한 부인은 설득력을 잃었다.

The president has since made two public apologies but these have not been enough to assuage the public’s growing anger, and tens of thousands of citizens have taken to the streets over the past two weeks calling for her resignation. Park’s approval rating has plummeted to 5 percent, according to Gallup Korea, the lowest for a president in the poll’s history.

대통령은 이후 두 차례 공식 사과를 했지만 대중의 커져가는 분노를 잠재우기엔 역부족이었고 지난 2주 동안 시민 수만 명이 도로에 나와 박근혜의 퇴진을 요구했다. 한국갤럽에 따르면 박 대통령의 지지도는 5%로 떨어졌으며 이는 역대 대통령 여론 조사상 가장 낮은 수치이다.

The investigation is only just beginning but already Park’s senior secretary, An Chong-bum, and Choi Soon-sil have been arrested for abuse of power and attempted fraud, and corporate officials from conglomerates including Samsung are being questioned by prosecutors.

이제 막 수사가 시작되었지만 이미 박 대통령의 수석비서관인 안종범과 최순실은 직권남용과 사기 미수 혐의로 구속되었고 삼성을 포함한 대기업 관계자가 검찰의 조사를 받고 있다.

“Emperor” Woo Byung-woo, was also summoned for questioning Sunday. As the senior secretary to the president for civil affairs, Woo’s role is to monitor corruption of the people close to the president. How he will come out of this scandal remains to be seen.

“황제” 우병우는 일요일 검찰 조사를 위해 소환되었다. 대통령의 민정수석으로서 우 씨의 역할은 대통령 측근의 부패를 감시하는 것이다. 그가 어떻게 이 사건에서 빠져나올지는 두고 볼 일이다.

No one knows where the chips may fall in this ongoing saga, but this much is clear: What began with one businessman playing cards at a table in Macau has now grown into South Korea’s largest political scandal since its democratization in 1987.

이 진행되는 사건에서 칩이 어디로 갈지는 아무도 모르지만 이것은 분명하다: 한 사업가가 마카오의 테이블에서 즐긴 카드게임으로 시작된 사건이 이제는 1987년 민주화 이래 한국 최대의 정치 스캔들로 커졌다.
